The mission of the Bucks County Opportunity Council is to reduce poverty and partner with the community to promote economic
self-sufficiency. Our vision is to elevate the awareness of poverty, and to create and lead partnerships to make our community a
"Bridges Out of Poverty" community. We strive to be a model of seamless case management and influence our community to make
reducing poverty one of its priorities.
The Bucks County Opportunity Council (BCOC) was founded in 1965 as a result of President Johnson's War on
Poverty legislation. BCOC is a 501c3 non-profit Community Action Agency which serves the low income families in Bucks County
through a variety of programs. Community Action Agenices were created to address issues of poverty at the local level and BCOC
is the only one in Bucks County. Part of BCOC's funding comes from the federal Community Services Block Grant, administered by
the Office of Community Services and through the state office of Community and Economic Development.
BCOC currently operates five programs in Bucks County: a food program, emergency services, home energy program, volunteer
income tax assistance and economic self-sufficiency. BCOC is the lead food agency in Bucks County providing public and private
donated food to over 60 food pantries and distribution sites.
Our home energy program reduces home energy consumption and repairs heating systems for over 200 households each year, saving
costs of high energy bills. Our Volunteer Income Tax Assistance program is a free tax program to help people get the maximum refund.
It is entirely run by volunteers from our community and generates over a million dollars of refunds and saved fees annually. The
Emergency Assistance program provides housing, utility, and basic needs assistance to low income residents facing a crisis and
the Economic Self-Sufficiency program works with low income people to increase education and employment in order to be free
of all government subsidies.
